Series resistance: 2ohm*4 =8ohm
Parallel resistance: 1/2×4=2ohm
Series/parallel=8/2=4/1
He has clearly said "the same 'resistors' so it means 4 of them are now placed not just one.

5th one answer is wrong. Let me explain:- they have given that the power of an electric heater is 2kW. They have also given that can it could be connected to 15 A with V= 220v. Let's calculate the power. We know that P=VI. So 220 multiply by 15 is equal to 3300. So the power is 3.3kW. So if we supply this much power to an electric heater having power 2 kW, it can't handle 3.3 kW of power that is 1.3 kW of power extra.

Sir in 5th question how would the heater works if the current supplied by circuit is 15A and the heater requires only 9.09 A. It would cause overloading.

  let me explain to you

In series
R = 2ohm

R1 + R2 + R3 + R4 = 2 + 2 + 2 + 2 = 8 ohm
Resistor in series = 8 ohm

In parallel

1/Rp = 1/R1 + 1/R2 + 1/R3 + 1/R4
= 1/Rp = 1/2 + 1/2 + 1/2 + 1/2
= 1/Rp = 4/2
= 1/Rp = 2/1
Rp = 1/2 ( Taking reciprocal)

Resistor in parallel = 1/2 ohm

Rs/Rp = 8/1/2
= 8×2/1
= 16/1
Hence Rs/Rp = 16:1
