I think Microsoft higher ups didn't tell him at the time about Starfield or Indiana Jones. He can't say maybe they're coming eventually. He has to give a straight yes or no answer and clearly 6 months ago it was a no. So they probably changed it to a yes for Indiana Jones because it's an expensive licenced game while Starfield is not.
