There were two (2) shooters.
The first one shot into the suv from the passenger side. The second shooter stepped into the street from the opposite side and shot towards the rear of the suv as it was driving away. The two shooters were almost a half a block apart and on opposite sides of the street.

Authorization to use lethal force MUST be present in order to use it. The requirements are simple; the REASONABLE fear of great bodily harm or loss of life. Some sort of brandishing law exist in every state of the union, and no state exempts LEO (police). If you point a firearm (brandishing) at a vehicle, building, or anywhere a person might reasonably be, then you have just authorized the use of lethal force against you. Doesn't matter if you're a criminal rioter, guy on the street, or a police officer. If lethal force doesn't exist, then you just authorized anyone around you to use said force against you. That is the law.
