You will outduell everyone when you rush it, but if you can't snowball your lead with it, you will be noticably weaker as a frontliner in teamfights

right now bork is such a bad item, there is like a maximum of 5 champs that prefers bork over bruiser, crit or other on hit items, and out of these champs the only one who stands out is irelia

I would say its both that and the opposite.
Botrk gives ad, as, percent health damage, on hit, speed and lifesteal.
it not only lacks the health and crit others would want but you will also always lose about 1 of these stats and none of them get to shine because of it.
for example a kogmaw buying it won’t be using the lifesteal and movespeed that well.
even viego doesn’t really use it that much anymore which I assume is not only because it lacks health but also because you don’t really want to play for on hit that much and already have good ways to stick to targets.
there obviously are some champions that actually like all the stats but due to its nature of being an on hit lifestealing tank shred move speed item it just can’t be good at any of those tasks.
