1877 - Establishment of the Chinese Protectorate

As Protector of the Chinese, William Pickering needed to instill law and order amongst the Chinese community. He implemented measures to regulate societies, protect women and stop worker’s abuse. However, not all agreed with his methods.

Literacy in Chinese at the time would have been measured in terms of literacy in Classical Chinese, the language of the literati in the Sinosphere. Pickering spoke Mandarin as well as other southern Chinese dialects including that of the Chinese population in Singapore.
