Just outlaw u turns everywhere. Simplest solution. They’re illegal here in Illinois and should be in every state. Why? Because oncoming traffic can’t read your mind. A person making a u turn can’t convey the intention to make one to oncoming traffic. If they do signal, it’s assumed they’re making a left turn. If they don’t signal, then you just assume they’re not doing anything. The last example is the strongest case for illegal u turns. The car making the right hand turn is correct. They signal they are making a right hand turn. The u turn person with their left turn signal is conveying they are turning left. If no signal, they are conveying going straight. In either case, the car turning right assumes they are not crossing their path and no need to worry about them. See my point?
