I have a theory, maybe these particular Ninjas were some of the best Ninjas, like they achieved some great deeds during their four year term and the painting itself is to memorialize them as the greats among the ninjas, cuz the same thing happened with Randy, when he helped defeat the Sorcerer in the past and a painting was made of him with Howard, first Ninja and Plop Plop to memorialize the event.

I'm not sure if they were supposed actual characters or concept art but each of their design are just too unique to be discarded. That's all I can think of.

I did the math, 800 / 4 - 8 - 5.5 is 186.

I know they are fanfics, but there 2 stories of RC9GN to where there is a female Randy/Rachelle became the first female ninja or Kunoichi in this case.

From the show it seems that the ninja has been around for 800 years, or rather that's the prevailing belief. In order to keep this up they would all need to be male ninjas or if there are female ninjas they would disguise themselves as males when being the Ninja. So if there are female ninjas one could very well be in that photo.
I do think that all male ninjas would be more likely though as it would be easiest to appear as one immortal ninja if they all were.
Remember in the show everyone knows of only one ninja, the same ninja for 400 years.

However Howard is a completely different body shape than Randy so maybe the magic of the ninja suit makes the ninja appear as the ninja in those the minds of those who view it. So maybe female ninjas maybe not.
Edit: To be clear I'm talking about how Howard once filled in for Randy as the ninja but no one seemed to care

Edit 2: Rewatching the episode where Howard replaces Randy, they do notice he looks different so they would probably notice if the Ninja was suddenly female

In a separate comment. The importance of keeping the ninja as an 800 year old being would be to prevent unworthy people from trying to be the ninja/find out and be friends with ninja
