I think characters' potential is just based on who the writers want to be relevant. Once Goku is stronger than Whis, the Z fighters are gonna some how catch up again with one month of training. (Just like the tournament of power arc) Power scaling and growth rates seems very random in Super. Though I suppose that's okay when the writers' favorites align with the fans' favorites. Why are people acting like Broly fighting wild animals and Paragus all his life comparable to all the experience that Gohan has had throughout his, We are not gonna sit here and act like wild animals and a mid saiyan like paragus gives Broly the same experience as characters like Cell.
