I am now 5min into the video and learned that CDDAR is responsible for recovering crashed / damage planes and thats about it. Ohh and they repair runways. Thats all information. Most of the time the narator is hammering the acronym CCDAR in the viewers head.

3 months to repair an osprey that had to make an emergency landing? That seems like an excessively unreasonable amount of time for an organization with virtually unlimited resources to repair a modern aircraft, regardless of where it was located. Thats the difference between a government taxpayer funded operation vs private enterprise that would have needed to get the job done as efficiently and quickly as possible to turn a profit and remain in business
