What is a Leap Second?

Every few years, scientists decide that we need to add a second on to one of the days in the year. This is called a leap second. Midnight last for 2 seconds on our clocks, rather than one. But when this happens can seem random. So what is a leap second, why do we need one and what bad things can happen when you add a second in to the day?
