Fun fact: police explorers exhaust points down because the straight tips mixed with the wiring for the lights causes exhaust gas to enter the cabin. At least 3 cops have passed out and several complained of drowsiness and light headedness. I worked at a company that made the new tips for the recall

You can also look for a cop inside the car.
If there's a cop inside, it's a police interceptor.

The biggest tell is their license plate. Because under-covers can be in different types of cars. Look for the government plates. Marked with “GVT”, “X” or different colors depending on the state

The interceptor utility does not have roof rails while the explorer does. Much easier to spot from all angles rather than looking for the exhaust only in the rear.

I always look for the emergency lights on the top of the front and/or back window, they're usually fairly obvious.

Police interceptors also have a secondary antenna on top of their vehicles that are slightly longer than the normal fin ones, they also usually have gv license plates so it’s generally easy to tell
