If you’re not aware, this is a Slovak children’s puppet named Raťafák Plachta (Big Nose Sail). It was created for a show called Slniečko in early 1979 and was popular at the time, but overshadowed by other shows in its demographic (hence the lack of information)

The reason why he looks a bit unsettling to some is because the designer wanted to push the limits of television censors with a puppet that could operate in strange ways.
