But with the territory still tethered to China’s “zero-Covid” policy that strives to eliminate the virus, the pace of reopening remains unclear. What will it take for Hong Kong to ease additional restrictions? How can the city chart a gradual return to normalcy? Who has influence in deciding these questions?
