Todoroki noticeably becomes more friendly with Bakugo after they both failed the license exam. He's usually the one who starts up casual conversations with him whenever both of them are in the same scene.

I think that Todoroki actually sees through Bakugo's facade, he knows that he's just trying to act tough so Shoto's trying to change him into a more calmer person because of his childhood troubles with Endeavor.
