In order to get a better understanding of the progressive revelation of The Dispensation of Grace, the Dispensation of the Mystery, given to the Apostle Paul by the Risen Christ, we need to read the letters of the Apostle Paul in the order that he wrote them. I believe your timeline is spot on. I came to the very same conclusion in about 1979. And like you, I have good reason to believe that Hebrews was penned by Paul himself. Without going into details, I base this belief on the following references; 2 Peter 3: 15-16 and Hebrews 2: 3 & 13: 9-10, 19, 22-23, 25.

The author of Hebrews taught a message of Faith and Grace, like a true ''believer'' from the Body of Christ; like someone who was privy to divine teachings from the third heaven.
