Drone surveillance on campsites. Start throwing people that get caught starting fires (accident or not) in prison for murder if someone dies and grand arson and vandalism. And send them the bill of how much it costs to put that fire out. If they can't pay, they sit in prison. Every fire always starts by a careless human.
