Installing and Setting up Silent Hill on PS1 Emulator (ePSXe)

I'm having an issue with the Silent Hill rom. When downloading it and extracting it, it only gives me the .bin and .cue files, without giving me an actual image file to run. Do I need to just keep trying different sources until I get one that has it?

Well, I followed the steps, the emulator just crashes whenever I try to run any of the Silent Hill ROMs I found, no idea what's going on. I picked the right BIOS, the right video plugin for my computer, etc. Still doesn't work. I do not know what to do.
