25 watt is peak power that can be delivered. So it will not always be 25 watt. Also as the battery is charged, the voltage will reduce time by time. Try to charge it from under 5% to get the maximum power.

If the battery is fully discharged then initially it will charge in boost mode at 25 w then after 50% it charges in trickle charge mode so shows 20w in fact at 75% it furthur goes down to 15w.

Bro forgot there's lots of variables that can effect charging speed, 25w is the theoretical maximum that can be accomplished by the charger.

It's the bms in the device.your device doesn't support the 25w.that is the peak out put of the power brick.only if your devices battery is designed for the heat stress then the bms will use the full capacity of the brick. Lipo vs lithium.

Bcuz 25watts works under 20% or under 10% so when its higher than 20% it will lower the watts so it can prevent from overheating

25 watts is peak power after a centrain amount of % it drops to keep the battery a controlled temperature

Because the power ramp makes the Power Delivery decrease as much the battery is charged to prevent overheating. That's basic '-'. On S23U, the battery goes through 45w, 25w, 15w and 10w when higher than 90%.
Test it again with the cellphone charging on low battery...

my theory: samsung galaxy A series phones come with a white cable and the samsung galaxy S series comes with a black cable and there are two charging brick colors black and white and im guessing that the galaxy A series phones only support 20W charging and the galaxy S series support 25W charging

You are testing the phone, not the power adapter. The adapter is indeed able to supply 25 watts
