Blue Card Italy - the new decree simplifies the entry of highly skilled foreign workers

The Italian government published the decree implementing EU Directive 2021/1883 on the Bue Card – the permit that allows highly skilled foreign workers to work within the EU.

Among the main changes we see a simplification of entry requirements:

1) The university degree may be replaced by a professional qualification attested by at least 5 years of experience in the field. In addition, this experience may be reduced to 3 years in some special cases;

2) The work contract minimum duration is reduced from 12 to 6 months and the annual salary amount must not be less than the minimum salary agreed in the applicable collective bargaining agreement

3) It will be allowed to engage in self-employment activities in parallel with the subordinate work for which the Blue Card was obtained.

Finally, the new decree simplifies mobility rules within the EU.
