I've used bungee cords but you've got to be careful.
A friend's daughter had the bungee cord fall into the chain and cogs, warping her hanger.
Plus the usual danger of it snapping back and the metal hook hitting you on the eye

use ROK Straps ! A bungee mixed with a strap. It's the best thing ever.

Remember to check the cord regularly - the stretch goes out of them surprisingly quickly!

Dutch style bikes come "snel-binders" for the rack. However, leaving them on the rack is bad for them... you might find they have rotted with exposure to the weather.

On my folding bike I have 1 cord too. On my main ebike I have several and different sizes. I use them frequently.

I usualy have 2 bungies wrapped like that. Come in handy more than once.

ive only used bungees on my bike in dowentown calgary for 3 years and never had em stolen thank goodness

I use the bungee cord but not the hooks. Just tie hoops in each end.

Aside from bungees, ski straps work arguably even better, as bungees can lose elasticity and unclip and hook your spokes (happened to me once, not fun!)

Just don't put it under so much tension. Creep is real, and if it's under that tensile load indefinitely, that bungee won't be bungin anymore after not too long (aka when you realize you need to use it). Just keep it snug enough to not fall off, but not stretched.
