Because the report of stat auditor is adressed to shareholders of the company, and expressing an opinion that books are true and fair and they have collected audit evidences, thereby imposing more responsibilty on the shoulders of the stat auditor. Whereas, internal auditors report is for mgmt taken as scope for improvement
