A lot of people are having issues with Ymir not moving from his throne.
Make sure you have done the following:
1. Talk to Ymir after interacting with first Hanging Bell (Rhia)
2. Rest at site of grace, go beneath throne, and instantly fast travel back out (don't move forward)
3. Talk to Ymir again, he should have a little something to say about it.
4. Go to second Hanging Bell and interact with it (Dheo)
5. Talk to Ymir and Jolan through all new dialogue (including asking about the nature of this world), rest at a Site of Grace.
6. Some have said it has to be nighttime.
After that, Ymir should move from his chair.
If he doesn't then there is some other bug or issue afoot that I do not completely understand.

Something else: When Ymir moves from his chair he can be found in the graveyard talking about his mother. I think he leaves a spell behind in the graveyard too.

I'm pretty sure early access to the final area is intended. I went there, fought an npc and was very confused. Went back and rested, Ymir was back and the hole was closed again. When I spoke to Ymir, he acknowledged that I've been there too early, by saying something like "Oh, did you see something you maybe shouldn't have seen? Don't worry, we all make mistakes"
