I found the nest last summer . You can see it from river and the road.

Howdy,
, ...Please tell me how this is not a problem for disturbing nesting pairs or breaking federal laws but letting a chick die on the nest is? I'm not being fecetious, ...i truly don't understand and am kindly asking for help to understand. I'm not asking youtubers only channel content providers please and thank you kindly
