First Look At New High School Football Rule For 2023 – Basic Spot Penalty Enforcement | HTP #17

This is a brief look at the changes to Rule 10 of the NFHS Football Rule Book. Hopefully this will help you better understand the changes to penalty enforcement.

I long appreciated that Fed resisted these changes in enforcement spots that the other codes adopted that favor the offense. The way I saw it, if you're at a particular spot with the ball or where there's a foul, what difference should it make where you started that down? That's history. You shouldn't be able to get that spot back in penalty administration. (To tell the truth, I didn't even like that you got that spot back with an incomplete pass.) However, at least these new spots are no harder to administer than 3-and-1 (all but one).
