My question was why did Google let Marissa Mayer go to a competitor. I did not ask why she went to Yahoo. There is such thing as a non compete.

I didn't doubt Snowden until recently. Some people say that he came too coincidentally out in public view right when the Bradley Manning trial was about to unfold, and just when the trial ended Snowden got his permission to stay in Russia. So you have a sad and a sort of happy conclusion of two whistle blowers which disperse the anger of the people.
See, people never do things out of knowledge they do things out of feelings, that is all what politics is about; implanting emotions.

It would've been a different story if she was going to a Microsoft or Facebook, a strong competitor who currently poses challenges to Google. But, like the journalist in this video says, Yahoo has been largely counted out as down and out, posing little, if any threat, to a Google. So Mayer going there at this moment, while potentially benefiting Yahoo, won't be in a position to undercut Google's business for a long time to come, if at all.

Of course she also work for the NSA and they already had Google so next target obviously was Yahoo. Elemental ;)
