Heard HDB & SP was invited to attend to share their views and perphaps some answers but they turn this down cos they don't have 10 yr Series model answers to questions Steve and the other participants would ask.😆😅😆😆

Better consider building overheads covers with plants, solar, wind power, shadings at heights with fan coolers . These can be down from integrated towers or flat football size air balloons .

Ah Mak did not get it quite right in using the Marina Bay area to compare or any commercial premises that uses chill water system.
It all boils down to the loading factor the system was geared to handle. If this factor can be determined within a range whereby at least 80 to 100% of units are in usage all the time, then it works. Which area like Marina etc.
But for lower ses HDB folks, who would not turn on aircon, some every now and then, while some would for many hours, this is impossible to determine as to at any time what is the range of this loading vs how many would use the system. Moreover, a chiller isn't instantaneous to reach such loading or quickly change its loading.
Which is why many units end up with water coming out of their system.

Maintenance over 99years. Not practical. You get a total fall out in water leaks and condensation in concrete. Not practical.
