This scene actually has hidden significance. When they first pull up to the sloth DMV, Nick sarcastically remarks “Are you saying just because he’s a sloth he can’t be fast? I thought everyone could be whatever they wanted in Zootopia”, mocking Judy’s optimistic worldview. But this scene shows us that Judy was right and anyone can be whatever they want, he is fast.

I don’t think he’s speeding becuase he’s too slow to slow down, he quickly pulls over and brake’s immediately once their lights are on. I bet that the sloths being slow is an inside joke for them so they do it intentionally.
