there is no need to use lower resolution 'cuz there is an option called render resolution 0.6 it's slightly lower than 1280x720, and it works kinda same as native, game just render scene at lower res, so ur interface wont degrade as if it was with lowering resolution at all

for me game does a very strange things after Sumeru update, Vsync Off kills FPS everywhere, also if I decrease Shadow quality FPS goes crazy as hell and often drop under 15, so need to keep Shadows all the time maxed, Fog in some areas boosts FPS, in some KIlls, also AF works strange, in Sumeru city AF x16 gives about +8 FPS, but kills same in mushroom forest, when I use there AF x4 or Off then I lose over 20 FPS, but keeping AF x2 or x8 there gives about +8 FPS... So each area I need to change setting to do not have that massive FPS drops, in other Regions FPS is stable 60 and do not even think to drop, just in Inazuma city in day time have some FPS drops at Katerina, but that's about 60-50 FPS jumps, but in Sumeru FPS goes crazy.... Dunno what the hell to do with that...

Sumeru currently very unstable for me, even i set game resolution to 640*480 the fps still dropping and i clueless how to get better peformance. Before 3.0 update my fps still stable 60fps but after 3.0 it goes unstable and even hit down to 30fps (still use same setting)
