The missing story is that the government is in town to assess the damage but not doing any of the immediate relief effort so its up to the local residents to help themselves.

This community of really nice people do not deserve the low-caliber administration who run public services and are responsible for a difficult situation turning into a disaster. If the place was run by chimanzees the outcome would not have been worse. Bad people get away with stuff when good people allow them to.
