In part, this issue is because most city agencies do not do their job enforcing the laws protecting the disabled, no priority is assigned to correct or enforce the law. Handicapped Parking Placards should ONLY be issued to people who are confined to wheelchairs or require some form of equipment in which to be mobile. There should be NO OTHER EXCEPTIONS! 90% of people I observe getting in & out of Handicapped parking spaces are able-bodied and middle-aged women of a specific ethnicity. Besides, if you have the ability to walk without help, a few more feet is good exercise. The other part of the problem stems from the ease in which people can get approved for a placard. The ONLY people that should have the credentials to issue permits are medical physicians. The haphazard issuance of handicapped parking placards to self-proclaimed "entitled" people, geriatrics, and the lazy, should be stopped immediately.
