The ones holding most of it will never sell everything. They only use it as leverage to cause panic selling in order to buy more at a cheaper price to attract more buyers then crash it again. The problem is (for them) eventually there will be so many more buyers they won’t be able to have the same effect anymore. But they’ll never sell everything.
