For anybody that has a AMD motherboard my fix was the CPU. The CPU had a bad pin so the dual channel would not work. I had to test every part on my pc to figure it out. hope this helps some people.

It was working perfectly fine I till I reset my pc and it didn’t want to boot anymore so I checked every part and got to the ram so I tested them and both work but don’t boot together but each of them boot alone

I think the issue is that your particular ram XMP voltage rating is probably too high or clocked way too high for your particular motherboard. If your working with AMD I would go with the recommended CL 16 DDR4 3600 or the CL 14 DDR4 3200.

my motherboard is compatible yet it won't boot with both 16gb ram installed, I tried both by themselves and it does boot with only one, according to my motherboard documentation it allos 128gb nevertheless I cannot make it work with 32 (16x2). I also have tried each slot separately and they all work...
