Can I use the pwm charge controller as a DC DC charge controller for other projects not requiring solar panel

So if i use a buck converter to drop voltages from a panel down to match a battery's voltage, 12v, and boost current up before feeding the power to a pwm charge controller, will this help increase power going to a battery?

what happens if your panels can put out more than the rating ? say older panels rated at 300w ( 75x4) in the 260w running 24v. -- or 150 (75x2) in the 130w rated @12v?f Could it damage anything or is it just less efficient ?

In real life it will even be worse. As so called 12v panels are actually rated at 20v. So A PWM will Waste upper 8v.
