Arsenal being very calculated in this transfer window. Rowe paid for Raya permanent move, Eddie will cover the cost of Merino with a little leftover. Elneny, Sores and others either sold or released and covered the wages and a nice chunk of the Calafiori deal.
Still likely Ramsdale and Nelson will move on. Possibly Kwior also. So Arsenal haven't really spent much at all.
I'd not be surprised if Arsenal all of sudden bang an expensive striker deal before the window shuts.
