The original context of the quote is a god convincing a human to wage war on his own family because the god had already slain them, because the god was death, destroyer of worlds, and their deaths was therefore product of fate. It relates very well to Kratos' situation, as Ares made him slay his own family. It is not a reference to atomic bombs or nukes, but in the way gods can make humans do horrible things.
