Not to forget; to achieve the point of extracting materials from ceres, or making it a livable environment, we have to be at least type 1 civilization or even nearing type 2. By then, the 1024 km elevator will be obsoleted

Ceres is the largest object in the asteroid belt and is classified as a dwarf planet. It is located between Mars and Jupiter and is approximately 590 million kilometers away from Earth.
If humans were to move to Ceres, they would face many challenges. The most significant of which would be the lack of a protective atmosphere, resulting in dangerous levels of radiation and temperature swings. Additionally, Ceres has no liquid water and no signs of life, which means that human settlers would have to rely on resources brought from Earth or mined from Ceres itself, which is not known if it has the resources needed for human survival.
Another challenge would be the distance from Earth, making communication and travel very difficult, and the resources needed to make such a trip would be tremendous.
It would be a great challenge to establish a human settlement on Ceres and would require significant advances in technology and engineering.
