They do have a treaty as long as you live in Ireland, BUT if you spend more than 60% of your year living in another country you don't pay Irish tax at all. So she needs a better accountant!

Have an LLC in Delaware. It's a tax-free state and many companies have their "official" HQ in Delaware because income tax is also very low
