Well... By the anatomy standards of the observers I'd say it's somewhere in Asia. And considering the extravagant nature of such an enterprise I'd say it's somewhere in Japan. Then googling on 'giant aquarium japan' gives me a few pictures, by which I just now concluded that this aquarium is Okinawa Churaumi Aquarium, located in Okinawa close to the city of Nago.
