Stepping back a little, he's ensuring the first needle lies low in the hole, the second high. Because thee second becomes the first next time, the thread runs consistently high-low between stitches on that side, and low-high on the other.
Another way is to pass the two needles through, and then reposition, by leaving a small loop on the first needle, and passing the second through the loop before tightening.
