This is a debt trap. China basically goes to these developing nations with predatory infrastructure loans. The countries taking these loans are desperate for funding and of course are completely unable to pay back the debt, which China then seizes critical infrastructure and strategic assets owned by the host country. This woman's joy at this is positively terrifying.
