Enabling Java: Windows on Arm64 – A Success Story!

This is a tale of 3 engineers and their quest to bring Java to every Windows on Arm developer.

We will provide:
1. a quick timeline of our development efforts and Microsoft's journey into OpenJDK land (spoiler alert: we were welcomed with open arm(s) (pun intended)),
2. a few Arm64 and Windows nuances,
our testing and benchmarking North Stars.
3. If we feel lucky, we will even showcase a demo on our Surface Pro X device.

I use this Java 16 for PMOD, which is Java 11. 95% things work. You just substitute jre directory in their Windows build. Architecture specific things don't work, most JARs does.
