Front office manager here. There are actually more reasons he hasn't told:

Singular design: makes it easier for laundry to pack, they don't have to sort

Plain and uniform look: housekeeping team can just grab one off the cart and put it on, there is no up or down end.

Affordable to replace: white fabric is way cheaper than textured or dyed.

Will show wrinkles/will look nicer when ironed well: something people associate with cleanliness in Hotels

Although this should not be a thing, a hotel i stayed in Armenia used plain bedsheets as table cover, so they can also be multipurpose i suppose, as soon as the management is cheap af and dont see an issue with you eating from a plate that's on a fabric thousands have previously farted into.
