When i hear my people say no change has happened? 40 years ago this would get no attention and she would not be fired.

This is sad. She seems slightly unstable and even though she was clearly wrong reacting that way hope this doesnt lead to something more tragic. Just think everyone is acting crazier than normal with all the crap going on now.

He should have just ignored her, in the first place,
instead of instigating this.
Whether her dog is or isn't on a leash, isn't his business.
It's not his place to walk around, telling anyone what to do. He is NOT a police officer.
I wouldn't call the police but he's not telling me what to do.
