Russian President Vladimir Putin warned the West of the risk of nuclear war if it sends troops to fight in Ukraine. During an annual parliamentary address, he said Moscow had weapons that could hit Western targets.

He’s literally just stating that things could escalate to the point of a nuclear war- he’s not stating that Russia would be the ones to first threaten the use of nukes but that they are prepared for things to escalate to that level between countries.
