This is what I can read on the lable. It´s in turkish:

Brand name confetti shooter could be used at parties, vacation, birthday, for work and sport events.
1. First open the cover/lid above.
2. After that grip the confetti shooter tightly with both of your hands and twist to the arrow position.

Warning

1-Please use the confetti shooter at windy days only in wind direction.
2-Don´t shoot against bare electrical wires.

There was something with age under 18 not sold probably and where it came from in china.
Can't read the end clearly as you twist too fast but it is not from interest anyway. The important stuff is above.

The cardboard disk shoots the confetti into the air. They also can't fill the tube all the way because the confetti needs time and therefore space to accellerate.
