The SCISSORS THO. Use dome pliers, or just bend the hoops open with your nails, super easy! Don't kill the scissors.

Well the dangly bit is not there to just be a nuisance, when you put in your bracelet, you grab hold of the dangly bit with the finger of your bracelet wearing hand and use the free hand to secure it with clasp or hook. It has a purpose.
