He doesnt need a refresher, that would imply he was told the law already. They unfortunately have never been told the law the way its written, they only know what the training officer told them how it goes.

In a stop and id state the police still need RAS of a crime in order to get you id. If you are a passenger you do not have to produce an ID unless RAS of a crime.
