Fulgrim was trying to integrate his brother into some brotherly banter with a joke about his obsession with bikes and Jhagatai responds with a joke about the cancer on his sons. Then Sanguinius tries to ease the tension witha friendly match to which Fulgrim agrees and the khan's reaction is to say: if we ever fight I'll try to murder you.
The Khan was not a rost master, he was a an autistic child getting salty.
