In the '90s I did PC repair. It was common for people to lock their case, lose the keys, and then years later need repair. They would not pay the expensive charge for having a locksmith come out to our shop, which was quite often more than the labor cost of the repairs themselves, and the liability for us transporting their PC to the locksmith was equally prohibitive. The alternatives were lose business, or pick locks. I've had the picks in my toolbox ever since. That should remain legal, these are tools.

~1:20 "These should be illegal unless you're a locksmith" is an L take. If only locksmiths can own lockpicks, then we would have no more locksmiths because in order to become a locksmith, you need to know how to use lockpicks. But that aside, there are hobbyists simply enjoy lockpicking, and lockpicking competitions that are done by people who are not locksmiths. Like with any tool, just don't do illegal things with it.

0:41 well im finnish and we have lot of old wooden house blocks on some cities they are unesco protected and have burned many times in history imagine if flame thrower would be legal in here and those historical sites burned down because some kid got hold of that thing im happy they are illegal in europe

The tension wrench from the lockpicking set doesn't actually hold the pins itself but allows you to slightly rotate the core which causes the pins to bind which holds them in place once they are "set" (aka above the shearline). Once all the pins are "set" the core can freely rotate allowing the lock to open.
