it would make a big difference if you use sand paper or steel wool, then add a little force so the rust would go off

The WD40 doesn't actually do anything to rust - but oil in general can be useful as a lubricant when you try to brush or otherwise abrade the rust off. Any light oil will do for that - even cooking oil if that's all you have at hand.

To actually dissolve rust you will need an acid. Doesn't need to be anything fancy. Vinegar or citric acid work fine, which you can find at grocery stores or "home depot" type shops. Then remember to immediately neutralize in a mild base (water and a little baking soda) and either paint or oil as soon as possible after drying to avoid flashrusting.

If you have the space for it then you can use a tub and submerge the item fully to let the acid do most of the work for you - but expect it to take a few days depending on how thick the rust layer is.
